The North & South West Orange Plan
The North & South West Orange Plan is a united proposal from both Horizon West residents and the historic northern communities and municipalities to ensure fair, focused representation through a purposeful horizontal district split, where Horizon West can be the focus of a Southern district and the more historical communities can focus on their needs. By recognizing the distinct needs, growth patterns, and identities of each region, this plan strengthens both communities and protects municipal interests while allowing for more effective governance.

District 1 resident Kelli delivered a heartfelt and grounded message, drawing from her 15 years in Winter Garden and experience as a local business owner. She called for practical redistricting that separates Horizon West and historic municipalities, so each can receive the focused representation their unique challenges and identities deserve.

The Historical Region
Historic towns like Winter Garden, Tildenville, and Oakland, need a district that protects their voice and honors their shared identity. They want to bond together to protect and address their own interests.
Horizon West’s explosive growth demands a district with singular focus, one equipped to address infrastructure, services, and long-term planning. They need a more exclusive district.

Chloe Johnson-Brunson
Winter Garden Commissioner
"Horizon West is growing tremendously. They do need their own representative. The municipalities are very historic, from Winter Garden to Ocoee to Windermere to Oakland. That’s a tough situation, and I hope they will listen to the residents and give Horizon West their own representation. I do feel their needs are different. They have a population of 62,000 and growing.”

WEST ORANGE MAYORS UNITING!
In a landmark move, Mayor John Rees of Winter Garden and Mayor Rusty Johnson of Ocoee have called upon the OCFL Redistricting Committee to unite the historic municipalities of West Orange County under one district.
This unprecedented step signals the birth of a powerful West Orange Municipal Alliance. For decades, these cities have shared common interests, values, and challenges, yet southern growth has drowned out their voices at the county level.
This joint action by two sitting mayors makes one thing clear: the time has come to united the historic region of west orange as the cohesive body they are and to allow the southern growth to flourish in a district where they are the focus. A united municipal district isn't just reasonable, it’s necessary for effective representation and the preservation of West Orange’s unique identity.

OCFL COMMISSIONER URIBE RESPONDS
We are deeply grateful to Commissioner Mayra Uribe for being the first Commissioner to publicly acknowledge what so many West Orange County residents have been saying for months, our district is overwhelmed, our voices deserve to be heard, and something has to change.
In her remarks, Commissioner Uribe referenced the intense development pressures in District 1, the realities of Horizon West’s growth, and the long-overdue need to factor in infrastructure and planning (BOOOM!!!!) She spoke directly to what residents have been asking for: thoughtful, community-conscious redistricting that accounts for the explosion of infill and densification heading our way under Vision 2050.
